It's a grip tester and lift off the floor tester as well. See the two handles at knee height. Probably circa 1900's.

It would be real interesting to see what poundages are listed on the dial. It looks like they have a guide to strengh printed on it. I wonder what was considered strong way back then...

Paul,

It has a little squeeze handle near the top. The two handles at the bottom are the deadlift handles.
