I think people are failing the lift because he dropped it very close to the ground, but the page on the board doesn't say the blob cannot be dropped. What is the rule regarding this?

I failed it for that reason alone. Please do it again - you're plenty strong enough so that there will be no questions. The rule has always been up and down - it doesn't have to be truly under control on the way down - but the hand has to stay on all the way to the floor.
