Instead they are giving an estimate on the difficulty of the grippler. Ironmind created grippers COC 1-4. So when someone says they "believe" the gripper is a 2.8 they mean it feels harder than a COC #2 but easier than a #3. This is just a "best estimate" as grippers do vary. It is in no way an accurate measurement. But lots of people use this language to express their feelings on how difficult a gripper is.
