Static Holds Question

A bit clueless here, bu I was curious about holding a weight where the muscle is either partially or fully contracted for a set of time, a 'static hold'. I watch those in gymnastics do it (with body weight of course) and wonder if any serious lifters do it as well. I have started adding them into my sledge work and pullups. How effective are they for strength and muscle development?

All I know is that they can kick your ass on the sledge at arm length. :D

They build strength in the position (and a few degrees in either direction) being held, but they won't build strength across the entire ROM.
