This allows it to be machined as the above article explains. I don't know anything about bending stock ratings but nobody is bending hardened drill rod. (annealed)Drill rod should be more difficult to bend than low carbon steel of the same size and shape because of the additional alloying elements in the same way stainless steel is harder than cold rolled.
